The meeting was chaired by the Deputy Chief Minister, Dr Joseph Garcia, and included the Minister for Education and the Environment Professor John Cortes, representatives of the Foreign and Commonwealth Office and the Ministry of Defence as well as senior officials from the Gibraltar Government.
