Scooters must be insured

Dear Sir,

Reference the proposed scooter legislation.

Surely these scooters must be insured, because what happens if a pedestrian is knocked down and severely injured (after all these scooters run silently)?

Is the injured party expected to spend years going through the courts to achieve any compensation? By which time the perpetrator will probably be long gone!

These scooters should not be allowed in pedestrianised areas or on pavements and have speed restrictions.

The above should apply equally to pedal cycles.
