If other European micro-states are allowed special deals with the EU, why not Gibraltar?

There are plenty of examples of micro-states with independent tax regimes that enjoy a special economic relationship with the European Union without having become a formal member.

The European Union was not built with the idea of including small nations into its sphere of influence as they would struggle under a more centralised system.
However, as a result of the EU’s good neighbourly relations with many of these micro-states, exceptions have been made over the years to allow them to prosper.
