How often Spain changes her mind?

The European Union is not going through its best of times; for whilst certain countries which have joined it are giving them major headaches, there are others waiting in line who are not popular with the rest of the member states

Juan Gonzalez –Barba Secretary of State, affirms that the council is ‘already near,’ to approving the guidelines to commence the negotiation.

In declarations on his arrival at the General Affairs Council in Brussels, the Secretary of State explained that, although the precise application is not reflected in the negotiating mandate that the EU countries are elaborating, it ‘remains to be seen’ in what way, at the request of Spain, there is a mention of “our request to Frontex, to help us comply with the obligations which emanate from this agreement.” Don’t you wonder what he means when he says, that it ‘remains to be seen’.
I find this kind of talk very taxing! to say the least. As one not skilled in the arts of diplomacy, either the Council is not that approachable, or he himself must find a way to express his intentions to them, without saying the wrong thing which might later be construed as being too much in our favour perhaps.
